The discussion will bridge the gap between high-level federal policy and the boots-on-the-ground enforcement required to protect drayage carriers.

This session addresses the massive power requirements and financial hurdles of the ZEV transition by maximizing incentive stacking strategies. The discussion will focus on the "Utility-to-Truck" execution, specifically how infrastructure suppliers are bridging the gap between grid capacity and the Total Cost of Ownership (TCO) and Operational Sustainability for drayage fleets.

4:00 PM to 4:45 PM The Roadmap to 2028: Balancing Environmental Mandates with Operational Reality (Pacific Ballroom)

With the 2025 repeal of ACF drayage mandates, the "Roadmap to 2028" has been redrawn. This session will analyze the pivot from direct vehicle mandates to Indirect Source Rules (ISR) and the Cooperative Agreement, where the pressure to decarbonize is being placed on the facilities (ports and warehouses) rather than just the truck keys.

Panelists: Sara Whitfong (SCF), Eric Sauer, Chief Executive Officer, California Trucking Association; Mike Jacobs, Chief Executive Officer, Pacific Maritime Shipping Association.
