CLEAN TRUCK CHECK

Find below essential information for motor carriers or their designees to ensure compliance with the Clean Truck Check, also know as, Heavy-Duty Vehicle Inspection and Maintenance regulation.

On October 1, 2023, CARB released the Clean Truck Check Reporting Database for reporting all vehicles subject to the regulation.

Compliance with reporting and payment obligations is crucial to avoid non-compliance penalties and DMV vehicle registration blocks.

    The California Air Resources Board (CARB) has posted a Reporting Database webpage. This webpage contains a link to the California Clean Truck Check, Vehicle Inspection System (CTC-VIS) Portal, reporting database guidance, fact sheet, and walkthrough training video. Any vehicle subject to Clean Truck Check must be reported in the database by December 31, 2023. The annual compliance fee of $30 for each reported vehicle must be paid by December 31, 2023.

    The California Air Resources Board (CARB) has posted a Notice of Regulatory Effective Date on CARB’s webpages. CARB is establishing that the effective date for sections 2196.1, subdivision (f), 2196.8, 2197, and 2197.2, subdivision (b), of the Heavy-Duty Inspection and Maintenance (HD I/M) regulation is December 31, 2023.

    This means that owners of vehicles subject to the HD I/M regulation, now referred to as Clean Truck Check, must report their vehicles to CARB and pay the annual compliance fee by December 31, 2023. Vehicle owners can complete these processes through CARB’s Clean Truck Check reporting database starting in October of 2023.

    Further, freight contractors, brokers, and applicable freight facilities shall verify that vehicles they contract with for services or that enter their facilities are compliant with the HD I/M regulation as of December 31, 2023.

    Finally, the parts unavailability compliance time extension provisions of section 2196.8 are enacted on December 31, 2023, to provide vehicle owners a compliance extension mechanism for situations when a repair component necessary to bring a vehicle back into compliance is unavailable.

    The California Air Resources Board (CARB) has posted Guidance on Upcoming Requirements in Clean Truck Check on CARB’s webpages. These guidance documents provide further information on the expected start date of Clean Truck Check periodic compliance testing in 2024 and projected compliance deadlines for vehicles subject to semiannual (twice per year) testing.

    Please note that California registered motorhomes and heavy-duty vehicles used exclusively in agricultural operations (California registered and non-California registered) are required to undergo periodic compliance testing annually, rather than semiannually.

    CARB will continue to release additional information and conduct training sessions to support vehicle owners and other regulated entities with meeting their upcoming compliance requirements.

    The California Air Resources Board (CARB) has posted a handout about the Clean Truck Check program in English and in Español on CARB’s webpages. This handout provides an overview of the existing 2023 requirements and the projected phase in timing of the upcoming Clean Truck Check requirements.
